capabilities to detect the proliferation of nuclear weapons. Eligibility
will
be restricted to Institutions of Higher Learning and awards will be
executed as
grants.

The objective of this announcement is to enhance United States (U.S.)
capabilities to detect and monitor foreign nuclear proliferation,
strengthen
international safeguards, and support U.S. government efforts to reduce the

risk of the malevolent use of high priority IAEA Category 1 and 2
radioactive
sources. This will be achieved through advances in a broad spectrum of
enabling technologies that advance the state-of-the-art in technical means
for
the early detection and monitoring of foreign nuclear weapons programs. Of
interest is basic and applied research that improves the detection and
assessment of activities indicative of the development, transport, and
storage
of special nuclear material, fabricated components, and weapons and
technologies that safeguard nuclear materials and activities.

Research products resulting from this announcement shall be used to develop
and
validate technical knowledge for transfer to U.S. government acquisition
programs and the U.S. industrial base to support national security
missions.

An individual application should be directed to only one topic area, but
the
applicant may submit applications in more than one topic
area.
