Description: THERE IS NO “FULL ANNOUNCEMENT” ASSOCIATED WITH THIS NOTICE, AS this is a Notice of Intent to award a Cooperative Agreement between the U.S. Fish and Wildlife Service (Service) and the Upper Tennessee River Roundtable (UTRR) for the purpose of implementing restoration activities within the North Fork Powell River watershed relating to the Pennington Gap Greenway (Greenway). This Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2.14 B(1), which allows for award without competition to an applicant who is uniquely qualified to perform the activity based on a number of criteria, in this case UTRRÂ’s history of involvement and familiarity with other aspects of the Greenway project and similar restoration projects, their proximity to the site and relationship with stakeholders. These activities are being carried out in accordance with the Consent Decree issued by the U.S. District Court for the Western District of Virginia, Big Stone Gap Division to restore natural resources injured from a 1996 hazardous substance release. A Restoration Plan and Environmental Assessment, prepared by the Service in 2003, specifies protection and enhancement of riparian habitat within the Powell River watershed as part of the preferred alternative to restore these injured resources.

Substantial involvement on the part of the Service is anticipated for the successful completion of the objectives to be funded. Specifically, the Service will work closely with UTRR to ensure that implementation of the project is consistent with the terms of the Scope of Work, the CD and the Plan; participate in relevant meetings and conservation planning actions; and review and provide comments on interim and final reports. In accordance with 505 DM 2.9 B the Service will be substantially involved.
