Applications from organizations designated by the U.S. Government to be associated with terrorism or that have been debarred or suspended will not be considered. Applicants are not permitted to charge a fee (make a profit) associated with a project funded by USDOL under this award. Applicants must demonstrate regional and/or country presence, independently or through a relationship with another organization(s), which gives them the ability to initiate program activities in the project country upon award of the Cooperative Agreement.
