Section 5 of the COVID-19 Hate Crimes Act, entitled the “JABARA-HEYER NO HATE ACT” authorizes the Attorney General to make grants to states to create state-run hate crime reporting hotlines. The purpose of this solicitation is two-fold: OVC seeks (1) applications to establish state-run hate crime reporting hotlines designed to assist victims who might otherwise be reluctant to report hate crimes; and (2) applications to enhance the quality of services and referrals for hotline users by providing specialized training and technical assistance (TTA) to all award recipients under this program. OVC encourages state governments to form partnerships with community-based organizations, culturally specific entities, and other partners with access to the populations intended to benefit from the state hate crime hotline to fulfill the goals of this solicitation. Therefore, OVC welcomes applications under which two or more entities would carry out the federal award; however, only the state agency may be the applicant and must be the entity with primary responsibility for administering the funding and managing the entire project.
