The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $5 million total costs (subject to the availability of federal funds) for one cooperative agreement(s) to fund a technical assistance project(s) in Colombia to improve compliance with national laws related to internationally recognized labor rights in the port sector. These include, but are not limited to, the right to freedom of association, the right to collective bargaining, prohibition against discrimination at work, elimination of forced labor and child labor, and rights to acceptable conditions of work with respect to minimum wages, hours of work, and occupational safety and health. In support of achieving the objective, the project should be designed to achieve the following outcomes:

• Increased understanding of barriers to compliance with national laws related to internationally recognized labor rights in Colombia’s port sector.

• Development of approaches to support compliance with national laws related to internationally recognized labor rights in Colombia’s port sector.

• Demonstrated effectiveness of approaches that support compliance with national laws related to internationally recognized labor rights in Colombia’s port sector.

• Increased awareness and adoption of approaches to support compliance with national laws related to internationally recognized labor rights in Colombia’s port sector.

The duration of the project will be a maximum of 4.5 years (54 months) from the effective date of the award.
