The Kenai Mountains-Turnagain Arm National Heritage Area was established by Congress in 2009, PL 111-11, Section 8010. This is a continuation of an on-going program. P.L. 111-11, Section 8010, requires development of a management plan and approval of same by the Secretary of the Interior within three years of the area’s initial funding. The legislation also describes the elements of the management plan, See PL 111-11, Section 8010.
