Description: This funding announcement is not a request for applications. This announcement is to provide public notice of the National Park Service’s intention to fund the project activities without full and open competition in accordance with Department of the Interior Policy at 505 DM 2.14.A(4). The assistance agreement concerns pre-winter repair activities required to ensure public safety on a federally-owned 12-mile section of U.S. Highway 101 within Olympic National Park. Highway 101 is the primary transportation route serving the western Olympic Peninsula. Repairs will consist of grader patching and Rotomilling of pavement surfaces. The Washington State DOT will provide approximately 76 percent of the project costs, or $82,000 of the $108,000 total cost of the project. Both NPS and WSDOT will provide labor and equipment to perform the work. The NPS will provide asphalt. WSDOT is uniquely qualified to perform the work due to location of equipment providing for minimal staging, proximity of facilities and staging areas near the work site, a significant history of cooperation between the management teams of both organizations, and the capability of mobilizing on an immediate basis and completing the work within a two week period.
