DTRA is Offering a Grant for Fundamental Research to Combat Weapons of Mass Destruction

A Pre-Proposal Meeting is scheduled to be conducted on Wednesday, November 7, 2012 from 8:00 AM-12:00PM in Lorton, Virginia. The specific details of the meeting and registration information will follow in a separate posting to this site.

Note: If submitting to a Thrust Area when there is NO TOPIC, the abstract must be pre-coordinated. White papers that are received without the required abstract pre-coordination via e-mail will not be reviewed by DTRA. DTRA will not review these Thrust Area white papers without prior coordination with the applicable Thrust Area # e-mail address (Attachment 7). Applicants should note that there is extremely limited funding available for certain Thrust Areas. For those Thrust Areas, white papers will only be encouraged from the coordinated abstracts under very limited circumstances.

1) The Quad Chart template has been updated (Attachment 1); 2) Russia Topics E-H have been closed (Attachment 8); 3) U.S. – India University-Centric Cooperative Research Topics J and K were added to Thrust Area 6; 4) U.S. – Afghanistan University-Centric Cooperative Research Topic I was added to Thrust Area 6; and 5) Other minor clarifications were made.

** AMENDED 7 June 2010 ** The latest revision to this BAA is posted as Amendment 3. Please review this BAA package for the most up-to-date information. Potential offerors are strongly encouraged to review the Amendment in its entirety, as it updates several sections; specifically, the following Sections have substantial changes:
1) The definition of Fundamental Research has been clarified in Section I.3.
2) Addition of Russian Institutions to Topics for Thrust Area 6 (Attachment 8).
3) Increased dollar amount of equipment costs (Attachment 8).
4) Other minor clarifications were made.
