This is a full and open competition, under which any type of organization (U. S. or non-U.S., large or small commercial [for profit] firms, educational institutions, and non-profit organizations) is eligible to compete.Applicants under consideration for an award that have never received funding from USAID will be subject to a pre-award audit to determine fiscal responsibility, ensure adequacy of financial controls and establish an indirect cost rate.Subject to the availability of funds, USAID intends to issue an award with a total estimated cost in the range of $5,600,000 to $6,611,000 covering a total estimated period of three years. USAID reserves the right to fund any or none of the applications submitted.
