Additional Information on Eligibility: The Governor of each State and territory is required to designate a State Administrative Agency (SAA) to apply for and administer the funds awarded under HSGP. The SAA is the only entity eligible to apply to the Federal Emergency Management Agency (FEMA) for HSGP funds.

Description: The HSGP is a primary funding mechanism for building and sustaining national preparedness capabilities. The HSGP is comprised of five interconnected grant programs: State Homeland Security Program (SHSP), Urban Areas Security Initiative (UASI), Operation Stonegarden (OPSG), Metropolitan Medical Response System (MMRS), and Citizen Corps Program (CCP). Together, these grants fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration. Per the Implementing Recommendations of the 9/11 Commission Act of 2007 (Public Law 110-53) and the Department of Homeland Security Appropriations Act, 2010 (Public Law 111-83), States are also required to ensure that at least 25 percent of their SHSP award funds and 25 percent of their UASI award funds are dedicated towards law enforcement terrorism prevention activities.
