| Description:: | Human rights monitoring organizations operating in Internet repressive environments need secure communication and documentation technologies to collect, transmit, analyze, store, and publish information on human rights abuses. DRL seeks to fund programs which develop and improve technologies for secure documentation, reporting, and/or tracking of human rights violations around the world. DRL is particularly interested in projects that facilitate safer collection of evidence with mobile phones. Improvements to existing technologies may include security enhancements, but may also include usability improvements or localization of security tools. Competitive proposals should include a thorough implementation and outreach plan to target human rights groups. This should include details for training and support. It is our expectation that software produced under this project will be made available for a confidential, external security audit. Open source technologies are highly competitive.The program should have global application with languages targeting populations or regions the applicants deem priority.Objectives: 1. Improve technology for secure documentation of human rights violations, particularly via mobile phones.2. Support the development and deployment of technologies for secure data collection, data transmission, and/or storage of data. 3. Provide end users of technology with support options such as strong documentation, training and help desk support.4.
