Synergistic collaborations with researchers in Federal Laboratories and Federally Funded Research and Development Centers (FFRDCs), including the DOE National Laboratories are permitted. Collaborations should be limited to filling critical voids in expertise and can represent no more than 50 percent of the total budget. |
