Additional Information on Eligibility: 1. The following organizations are eligible to apply:
– Not-for-profit organizations that have expertise in higher education female leadership development
– Public and private educational institutions in the United States
2. Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
3. Cost sharing or matching is not required for this funding opportunity.
4. Pre-award costs are not an allowable expense for this funding opportunity.
5. This award does not allow:
– Projects relating to partisan political activity;
– Charitable or development activities;
– Construction projects;
– Projects that support specific religious activities;
– Fund-raising campaigns;
– Lobbying for specific legislation or programs
– Scientific research or surveys;
– Commercial projects;

Description:

This two-year project will support the Department of State’s initiative to promote and strengthen the cultural ties between the United States and Pakistan in the areas of education and women’s empowerment, focusing on developing female leadership in higher education. The program will create, strengthen, and sustain a network of Pakistani women leaders in higher education by providing them transformational experiences, resources, and opportunities that result in stronger female leadership in the higher education sector in Pakistan. The project will foster professional growth of Pakistani women in the higher education sector and improve their chances of promotion into positions of senior leadership. The Higher Education Commission (HEC) of Pakistan’s National Academy of Higher Education (NAHE) will be a key partner in this project.

The project will build long-term, self-sustaining relationships and linkages between the female higher education community in the United States and Pakistan in the following areas.

Empower and Equip Female Leaders of Higher Education to Prepare them for Senior Leadership Positions:

The project will engage recognized U.S. organizations that have expertise in creating equity, inclusivity, and excellence in higher education by supporting female academic leaders. The organization will foster professional growth of Pakistani women in the higher education sector through training and mentoring, and improve their chances of promotion into positions of leadership.

The project will engage U.S. experts and mentors with at least 100 female Pakistani academic leaders over two years to provide training and sharing of best practices from the U.S. and among Pakistanis in virtual and in-person interactions. These sessions will contribute to the professional growth of participants and help them climb the higher education career ladder. U.S. experts will visit Pakistan to conduct trainings. Of the 100 Pakistani participants, 25 will travel to the United States for training and mentoring. The selection of participants will be in consultation with the U.S. Embassy and will aim for maximum geographic reach throughout Pakistan.

Create a Platform for Female faculty members Professional Growth:

The project will help to create, strengthen, and sustain a virtual network of Pakistani women faculty and leaders in higher education from across Pakistan by providing transformational experiences and opportunities that result in stronger female leadership in the higher education sector in Pakistan. The grantee will work with the Higher Education Commission’s (HEC) National Academy of Higher Education (NAHE) which will manage the virtual platform.
