| Description: | Pursuant to the Consolidated Appropriations Act, 2021 (P.L. 116-260), the Federal Railroad Administration is to make available to Amtrak a total of $1,380,241,050. Of these funds, $1,036,687,050 is made available to cover Operating, Capital, Debt Service and American Disabilities Act (ADA) expenses of which $67,500,000 will be used for ADA expenses, approximately $42,400,000 to cover expenses related to the acquisition of Amfleet replacement equipment for National Network services and at least $50,000,000 to cover expenses for the development, installation, and operation of railroad safety technology, including the implementation of a PTC system, on State-supported routes as defined under 49 U.S.C. ยง 24102(13) on which PTC systems are not required by law or regulation.
Of the total funds, the Consolidated Appropriations Act provides $343,554,000 in funding (Supplemental Emergency Relief) from Division M of the Appropriations Act (Supplemental Act) to Amtrak for activities associated with the National Network for the purpose of preventing, preparing for, and responding to coronavirus. Of the funds provided, the Supplemental Act provides Amtrak with $174,850,000 apportioned toward state payments required by the cost methodology policy adopted pursuant to Section 209 of PRIIA and approximately $21,961,000 for use in lieu of capital payments from state and commuter rail passenger transportation providers subject to the cost allocation policy developed pursuant to Section 212 of PRIIA. These funds are available until fully expended. |
