The United States Agency for International Development (USAID) Mission to Georgia (USAID/Georgia) is seeking applications for a Cooperative Agreement from the qualified entities to implement the Rule of Law Activity in Georgia. The authority for the NOFO is found in the Foreign Assistance Act of 1961, as amended. Please refer to the Program Description for a complete statement of goals and expected results. Eligibility for this award is not restricted.

USAID intends to make an award to the applicant(s) who best meets the objectives of this funding opportunity based on the merit review criteria described in this Notice of Funding Opportunity (NOFO) subject to a risk assessment. Eligible parties interested in submitting an application are encouraged to read this NOFO thoroughly to understand the type of program sought, application submission requirements and selection process.

The United States Agency for International Development (USAID) Mission to Georgia (USAID/Georgia) is planning to seek applications from qualified

entities to implement the USAID Georgia’s Rule of Law Activity. This is an advance notice that USAID/Georgia will be posting a Notice Of Funding Opportunity (NOFO) in the near future. This Synopsis is issued for the purpose of providing stakeholders an opportunity to review and provide comments on the attached draft Program Description. If you would like to provide comments, please submit no more than two pages of comments no later than March 15, 2021 10:00 AM Tbilisi Time, via email to mchelidze@usaid.gov and rcocaucasus@usaid.gov.

This Synopsis is issued solely for information and planning purposes and does not constitute a Notice Of Funding Opportunity (NOFO). It is not to be construed as a commitment by the U.S. Government to issue any solicitation or make an award, nor does it commit the Government to pay for costs incurred in the preparation and submission of any comments. Any funding proposals submitted in response to this request will not be considered. Responses to this notice must be received no later than the due date stated above in this notice. All materials submitted will become the property of the U.S. Agency for International Development (USAID) and will not be returned. The purpose of the USAID Georgia’s Rule of Law Activity is to enhance the Rule of Law in Georgia by an independent, accountable, well functioning

and people-centered justice system capable of ensuring justice for all, inclusive of the poor, marginalized, and underserved communities, as well as women and girls, in a timely, impartial, and transparent manner. The activity has three objectives:

  • Objective 1: Independence and effectiveness of justice system institutions strengthened
  • Objective 2: Equal access to justice for all enhanced
  • Objective 3: Citizen and institutional oversight of the justice system increased

The program will build and innovate upon past USAID investments in the rule of law sector and will focus on promoting a citizen-oriented justice system. It will invest in building a culture of engagement between the courts and respective communities; considerably expand the work with regional courts/judges and legal professionals operating at sub-national levels; and considerably expand peer to peer learning and in-court mentoring between Georgian and American legal professionals.
