Additional Information

Agency Name: Centers for Disease Control – CGH
Description: The Award Ceiling for Year 1 is 0 (none). CDC anticipates an Approximate Total Fiscal Year Funding amount of $10,000,000 for Year 1, subject to the availability of funds.
As global resources are shifting, the global response to the HIV epidemic has also shifted to focusing on achieving a sustainable epidemic control with the long-term goal of ending the HIV epidemic by 2030. PEPFAR and UNAIDS have developed strategies to control the epidemic by using evidence-based interventions for populations found to be at the greatest risk. By focusing on a data-driven approach of doing the right things, in the right places, at the right time, PEPFAR and the global community can achieve the most impact from investments and achieve control of the epidemic and an end to AIDS by 2030.
This notice of funding opportunity (NOFO), while broadly encompassing multiple technical areas, will maintain an overall focus on leveraging CDC and UNAIDS’ comparative strengths for collaboration to provide technical assistance and guidance to PEPFAR-supported countries/regions as well as the larger global community to:

better understand the scope, magnitude, and location of the epidemic;
more accurately predict how and where it is changing to inform the global HIV/AIDS response; and
improve and enhance community led networks to improve HIV services and thus health outcomes for people living with HIV (PLHIV).

Amendment II: Additional Updates

Any applicant who downloaded the application package prior to March 24, 2021 (3/24/2021) must restart their application package due to a mandatory update to the HHS Checklist in the required application package forms in Grants.gov. Restarting the application process is required because the HHS Checklist will be removed from the application package on March 24, 2021. NOTE: Once the applicant logs into Workspace, there will be a warning informing them that the application forms have changed for the NOFO they are applying for.

Applicants should also note that implementation and enforcement of the PLGHA Standard Provision is waived effective immediately. This change is due to the Presidential Memorandum, “Memorandum on Protecting Women’s Health at Home and Abroad,” signed on January 28, 2021, which revoked the January 23, 2017, Presidential Memorandum implementing the PLGHA policy, and thereby rescinded the PLGHA Policy. Accordingly, CDC confirms that the Funding Restriction referring to the United States Protecting Life in Global Health Assistance policy, and the Administrative and National Policy Requirement AR-35: Protecting Life in Global Health Assistance, which were included in the original publication, have been removed and are no longer applicable to this NOFO.
