The Program encourages mutual understanding and educational improvements through cooperation in higher education with targeted countries and regions that are of high current priority to the Department of State. Funding Opportunity Description:Program OverviewThe Educational Partnerships Program enables U.S. colleges and universities and their Turkish and Armenian counterpart institutions to pursue objectives cooperatively through exchange visits of faculty, students and administrators. | Current Closing Date for Applications: | Jun 01, 2010 Explanation of Deadlines: In light of recent events and heightened security measures, proposal submissions must be sent via a nationally recognized overnight delivery service (i.e., DHL, Federal Express, UPS, Airborne Express, or U.S. Postal Service Express Overnight Mail, etc.) and be shipped no later than the above deadline. The delivery services used by applicants must have in-place, centralized shipping identification and tracking systems that may be accessed via the Internet and delivery people who are identifiable by commonly recognized uniforms and delivery vehicles. Proposals shipped on or before the above deadline but received at the US Embassy-Ankara more than seven days after the deadline will be ineligible for further consideration under this competition. Proposals shipped after the established deadlines are ineligible for consideration under this competition. It is each applicant’s responsibility to ensure that each package is marked with a legible tracking number and to monitor/confirm delivery to the Embassy-Ankara via the Internet. Embassy-Ankara will not notify you upon receipt of application. Delivery of proposal packages may not be made via local courier service or in person for this competition. Faxed documents will not be accepted at any time. Only proposals submitted as stated above will be considered. Applications may be submitted electronically to UniversityPartners@state.gov but paper applications must follow. Applicants must follow all instructions in the Solicitation Package. The project’s lead U.S. college or university should sent the original and 5 copies of the application to: Office of Public Affairs Submission of Supplementary Electronic Copies In addition to the complete grant proposal due on June 1, 2010, no later than one week after the deadline for receipt of the grant proposal, applicants must also submit the “Proposal Title Page” described in the Project Objectives, Goals, and Implementation document with attachments (the resumes for the U.S. and foreign project directors only and the Participants Statistics Page), the “Executive Summary,” and “Proposal Narrative,” sections of the proposal as e-mail attachments in Microsoft Word to the following e-mail address: UniversityPartners@state.gov |

It must adhere to the guidelines established in this document and in the Solicitation Package; Program Overview U.S., Turkish and Armenian universities that have hosted Fulbright and other State Department sponsored grantees or alumni as professors, students, or administrators are especially encouraged to develop proposals that build on the achievements of these individual grantees and that extend their impact. Proposals must directly or indirectly make enduring contributions to the normalization of relations between Turkey and Armenia. These might consist of partnerships that focus on English teaching, secondary or post-secondary educational administration, business administration, regional development and tourism and hospitality management, but are not limited to these areas.
