In accordance with Department of Interior Guidance (505 DM 2), the U.S. Fish and Wildlife Service hereby provides notice of its intent to make a single source award of $73,050.00 to Ducks Unlimited, Inc. under a cooperative agreement so that, with substantial involvement and direction from the U.S. Fish and Wildlife Service, Ducks Unlimited may facilitate operational support and coordination for the initial stages of implementing the 2012 revision to the North American Waterfowl Management Plan (NAWMP). The NAWMP is an international agreement among Canada, the United States and Mexico with a goal of halting declines and restoring waterfowl populations in North America by protecting, enhancing and managing wetland and upland habitat across the continent. Leadership and oversight for the activities undertaken in support of the NAWMP are provided by the international NAWMP Committee. The 2012 revision to the NAWMP called for the integration of the major elements of waterfowl conservation, including population and harvest management, habitat conservation, and goals related to people. To ensure progress and the engagement of the major sectors of waterfowl management, the NAWMP Committee established an Interim Integration Committee to provide active leadership in this matter. Ducks Unlimited will provide active leadership and coordination for the NAWMP Interim Integration Committee by providing necessary staff and appropriate administrative and physical support as well as ensure regular reporting to the NAWMP Committee. The Services participation in the NAWMP occurs under several authorities and accords: 1) The Migratory Bird Treaty Act (16 U.S.C. 703-712) authorizes appropriations to accomplish the purposes of the migratory bird conventions with Canada, Mexico, Japan, and the Soviet Union and 2) The North American Wetlands Conservation Act (16 U.S.C. 4401-4412) finds that protecting migratory birds and their habitats requires the coordinated action of governments, private organizations, landowners, and other citizens, and specifically cites the NAWMP as a key implementation framework. Activities associated with this cooperative agreement will benefit migratory waterfowl and other priority bird species for which the U.S. Fish and Wildlife Service has responsibility under the authority of the Migratory Bird Treaty Act. |
