The DHS S&T is offering a grant program designed to fund proof-of-concept initiatives, with a one-to-three-year timeline, aiming for high-payoff, revolutionary technological breakthroughs. This grant seeks innovative, ‘out-of-box,’ and potentially disruptive technologies that could significantly advance homeland security capabilities. While acknowledging considerable technological risk, the program targets proposals that offer substantial gains, rather than incremental improvements, particularly in addressing emerging threats and operational challenges. Innovation is paramount. DHS S&T encourages submissions focused on high-risk/high-payoff solutions that promise transformative impact. The department retains discretion over award selections, prioritizing the best proposals to achieve its strategic objectives.

| Description: | DHS S&T has designed this program to provide a proof-of-concept within one to three years that could result in high-payoff technology (revolutionary) breakthrough. DHS S&T is seeking out those innovative, out-of-box, possibly disruptive technologies (disrupting the normal evolutionary technological development process). It is recognized that this project will have considerable technological risk; however it also offers the potential for significant gains in capability. Innovation is critical. Offerors should demonstrate that their efforts are aimed at high-risk/high-payoff technologies that have the potential for making revolutionary rather than incremental improvements to homeland security, including emerging threats and operational challenges. DHS S&T reserves the right to select for award and funding all, some, or none of the Full Proposals received in response to this solicitation. DHS IS SEEKING THE BEST PROPOSALS FOR THIS BAA. NO COST INFO IS AVAILABLE AT THIS TIME. FURTHER, AT THE FBO WEBSITE, SEARCH BY AGENCY (DEPARTMENT OF HOMELAND SECURITY) THEN UNDER (OFFICE OF PROCUREMENT OPERATIONS) TO LOCATE THIS BAA. |
