Description: This Funding Announcement is not a request for applications. This announcement is to provide public notice of the Bureau of Land Management’s intention to fund the following project activities without full and open competition.A. Project Background Information: This project will restore a series of old river channels and oxbows, which were once filled by backflows and flooding from the Green River prior to Fontenelle dam construction to a functioning perennial wetland. The project purpose is to provide a dependable water source to the wetland area, develop the 50-acre wetland, and raise the surrounding water table to encourage the growth of riparian vegetation. These measures would result in wetland enhancement to provide habitat for waterfowl, shorebirds and other wildlife. The rehabilitation of the 50-acre Killdeer Wetlands will make this area an enjoyable recreational asset to the city, county and to southwest Wyoming.Funds will be combined with partner contributions to facilitate project construction and completions. BLM partnered on the first stage of the project for an intake structure, ditch structure, ditch grading and a dam and outlet structure on the site in 1996. These features will be improved with this more recent phase.B. Project Objective:BLM involvement includes providing funding under the American Recovery and Reinvestment Act (ARRA) and meeting goals to preserve and create jobs and promote economic recovery; And to invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits ( BLM ARRA directives for 2009 and 2010).
