Additional Information on Eligibility: NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services.NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program.

This solicitation focuses on the essential elements of a high functioning pretrial services agency and seeks to gain an understanding of how jurisdictions are implementing the essential elements as a part of their journey to attain high functioning status. The framework facilitates discussion on defining the elements and their importance; the publications will focus on how pretrial practitioners and criminal justice stakeholders have taken the research behind the essential elements and put it into practice. Resources developed from this solicitation will focus on the implementation of the essential elements as experienced by pretrial professionals, offering insight into strategies used to align organizational infrastructure with shifts in policies and practices needed to adopt the elements.
