Additional Information on Eligibility: Eligibility is open to all Afghan organizations or companies with direct experience in teaching methodology, teaching English and computer courses, or operating a cultural or training center in Afghanistan, and a proven track record of success implementing projects in Afghanistan.

Description: The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan invites all eligible organizations to submit a proposal to operate one existing English Language Resource Center and establish another at Ghouharsahd Girls’ School in Herat, Afghanistan for a period of two years. During the two-year period, the Centers will host a variety of courses designed to strengthen English language teaching skills, improve English language teaching methodology and increase the use of technology in teaching English as a second language. The recipient should encourage government funded teachers and teachers-in-training to participate in the Centers’ courses. Pending approval by the Department of Education, the centers will be open to men and women and may accommodate an equal number of men and women, although not necessarily at the same time. The recipient will ensure that all resources, including computers and books, will be used equally by women and men, and to that end may establish times that only women may use the resources. During the two year grant period, the centers must transition from being operated by a private organization to being operated by the Government of the Islamic Republic of Afghanistan.
