Additional Information on Eligibility: Proposals will only be accepted from United States (U.S.) not-for-profit education organizations that support post-secondary education and are considered leaders in college and university student enrollment, retention, and workforce development performance with U.S. accredited institutions of higher education. Individual colleges and universities are not eligible to apply and are not eligible to serve as proposal partners.

Eligible organizations shall submit only ONE (1) proposal per DUNS number. If an eligible organization submits more than one proposal using the same DUNS number, none of the proposals will be evaluated.

Description: The NASA Harriett G. Jenkins Pre-Doctoral Fellowship Project (JPFP) was developed with a mission to increase the number of underrepresented and underserved persons with masters and doctoral degrees in the NASA pipeline, and ultimately in the STEM workforce in the US. The NASA JPFP project aims to offset financial barriers for students underrepresented and underserved in STEM fields to pursue graduate education.

The following goals will guide the accomplishment of this mission:

• To develop U.S. science, technology, engineering, and mathematics expertise in ethnic and gender groups that are currently underrepresented in the STEM workforce;

• To offset financial barriers for students underrepresented in STEM fields pursuing a graduate education;

• To provide hands-on research experiences at NASA Centers;

• To expose students to the salient aspects of professional and career development; and

• To develop students’ skill sets and competence in applied science and engineering by providing collective and individual outreach opportunities to the K-16 educational community.
For this CAN, electronic proposals may be submitted through either of two different electronic proposal submission systems: NSPIRES, located at http://nspires.nasaprs.com, or Grants.gov located at http://www.grants.gov. Proposers should not submit the same proposal to both electronic submission systems. All proposals must be submitted in their entirety before 11:59 p.m. Eastern Standard Time on the appropriate proposal due date of June 25, 2010.

A Notice of Intent (NOI) is requested to assist NASA in assessing the possible response to this CAN and to determine the expertise required for the Proposal Review Panel. NOIs should be submitted by the proposer to NSPIRES before 11:59 p.m. Eastern Standard Time, May 21, 2010. Instructions for submitting the NOI and the proposal in NSPIRES are found under Section V. of this announcement (Proposal and Submission Information). Interested proposers must register with NSPIRES before it can be accessed for use.

NASA expects to award one cooperative agreement under this Notice pursuant to the authority of 1260.12(d) of the NASA Grant and Cooperative Agreement Handbook. The estimated annual value of the award to a qualified not-for-profit education organization that supports post-secondary education is approximately $2.4M per year for 3 years.
