This message is to update the TEDC solicitation posted concerning requests to include a negotiated Indirect Cost Rate (IDC). An applicant requesting indirect cost should provide a current approved Negotiated Indirect Cost Rate (IDC) Agreement established with its cognizant Federal agency or an acknowledgement letter from the cognizant agency to which the applicant has submitted a proposed rate. In addition, if an award recipient does not have a current indirect cost rate with any Federal agency, the recipient may request to use the 10% de minimis rate described at 2 C.F.R. 200.414.
The following instructions accompany a request to add IDC to a proposal for submission, and
must be included in your proposal.

Budget Information for Non-Construction Programs (SF-424A),and Budget Narrative Attachment Form (SF-425)
Applicants are required to utilize the SF-424A for the budget submission. Please use a descriptive file name that includes tribal name and project description. For example: TEDCBudget.Tribalname.Project. The budget must identify the amount of grant funding requested and a comprehensive breakdown of all projected and anticipated expenditures, including a negotiated Indirect Cost Rate, contracted personnel fees, consulting fees (hourly or fixed), travel costs, data collection and analysis costs, computer rentals, report generation, for a proposed project and other relevant project expenses, and their subcomponents. These budget line items should also be placed on a separate Excel spreadsheet (but not in place of the SF-425A) labelled as above.
• Travel costs should be itemized by airfare, vehicle rental, lodging, and per diem, based on the current Federal government per diem schedule.
• All costs should be itemized in sufficient detail for the TEDC review committee to evaluate the charges.
• Other expenses may include computer rental, or report generation
