This department, the Department of State’s Bureau of Conflict and Stabilization Operations (CSO), is offering this grant to invite Statements of Interest and Capacity (SOIC) from organizations. This grant is for the purpose of pre-qualifying U.S. and non-U.S. registered organizations, including non-profit and for-profit entities, capable of implementing innovative, agile, and impactful projects worldwide. Accepted SOICs will place organizations on a pre-qualified list for up to five years. These pre-qualified entities may then be invited to submit proposals for specific CSO engagement needs or rapid-response activities. Due to the urgent nature of CSO’s missions, selected organizations must be prepared to respond to subsequent invitations within a short timeframe, such as 10 working days.
