Project Title: Net Zero & Energy Conservation Study, Fort Hood, TX. 

Responses to this Request for Statements of Interest will be used to identify potential investigators for a project to be funded by Fort Hood which provides professional and technical support for its Conservation Programs in order to facilitate successful implementation of the Sikes Act and all other applicable regulations. Approximately $113,000 is expected to be available to support this project.

Background: 

The Fort Hood Army Base Energy Program completes an annual Measurement and Verification (M&V) for Energy Savings Performance Contracting (ESPC); for conservation programs, the services rendered include energy savings reports, data collection, meetings, Utility Monitoring Control System (UMCS) database creation and access, and Measurement and Verification (M&V) plan for solar thermal. The purpose of the Energy Program is to serve as a validation and justification to Johnson Controls energy savings of various Domain Objects (DO).

This work requires an onsite support at Fort Hood, TX. Recipient activities include executing Measurement and Verification (M&V) for Energy Savings Performance Contracting (ESPC) and providing other energy requirements as described in the project SOO. This effort will support validation and justification to Johnson Controls energy savings of various Domain Objects (DO). This effort requires close coordination with the Fort Worth District Grants Officer’s Representative (SWF GOR), the Installation’s Project Manager (PM), and other Installation Stakeholders.

 

Type of Award: 

In accordance with section 6305 – Using cooperative agreements of the Federal Grant and

Cooperative Agreements Act of 1977 (31 U.S.C. § 6301 et seq.), all CESU projects must

carry out a public purpose of support or stimulation, instead of acquiring goods or services

for the exclusive direct benefit of the United States Government.

In accordance with section 6305 – Using cooperative agreements of the Federal Grant and

Cooperative Agreements Act of 1977 (31 U.S.C. § 6301 et seq.), substantial involvement is

expected between the federal partner and the nonfederal partner when carrying out the

activities specified in the project agreement. The exact nature of the government’s involvement will be defined in the statement of objectives, issued with a request for full proposal. 

As a result, it is anticipated that a cooperative agreement through the CESU program will be awarded. Such awards may be administered through a CESU only upon mutual agreement and official authorization by both parties of the acceptance of the application of the CESU Network IDC rate (17.5%).

Note: Must be a non-federal partner and belong to one of the CESU Regions referenced above, to be qualified for considered.   

 

Brief Description of Anticipated Work: 

The energy study is necessary to support INRMP elements and will include the following: executing Measurement and Verification (M&V) for Energy Savings. This will require data collections, participation in planning meetings, creation of UMJCS database, providing public outreach education for energy conservation, providing energy savings reports, and providing Measurement and Verification plans for solar thermal systems.

Goals and Objectives 

This scope of work entails the update energy savings and validation report for Domain Objects (DO) (DO#1, DO#2, and DO#3) and summary comparison for assumed savings monitored by Johnson Controls, data collection, reporting, attend meetings, Utility Monitoring Control System (UMCS) database creation and access, Measurement and Verification (M&V) plan for solar thermal. The information necessary for completion of the Fort Hood Energy Plan resides with existing energy layout plans and phasing of assembled database’s that will be provided by Fort Hood. The Cooperator will also investigate Fort Hood Energy Savings Plan Component (ESPC) and determine the reason(s) for the large deviations in energy savings between forecast and documented results.

Period of Performance.  The base period of this agreement will be 24 months for non-severable services.

Note: A full study proposal and proposed budget are NOT requested at this time. Only requesting that you demonstrate available qualifications and skills for performing same or similar type of work. 

Review of Statements Received: All statements of interest (SOI) received will be evaluated by a board comprised of one or more people at the receiving installation or activity, who will determine which statement(s) best meet the program objectives. Based on a review of the Statements of Interest received, an investigator or investigators will be invited to prepare a full study proposal. Statements will be evaluated based on the investigator’s specific experience and capabilities in areas related to the study requirements.
