Description: The Yurok Tribe will provide assistance to the California Department of Fish and Game (CDFG) for the development of an adequate Environmental Impact Report for the analysis of the Klamath Basin Restoration Agreement (KBRA) and Klamath Hydroelectric Settlement Agreement (KHSA) in support of the Secretarial Determination called for in the KHSA. As the lead agency for California Environmental Quality Act (CEQA) compliance relative to the KHSA/KBRA environmental analysis, CDFG has requested technical support from the Yurok Tribe in the disciplines of fisheries, hydrology, water quality, and cultural resources. The Yurok Tribe has conducted fisheries, water quality, hydrologic and cultural resource studies on the Klamath River for over 15 years. Specifically, Yurok Tribe staff will be responsible for reviewing deliverables produced by the Bureau of Reclamation (BOR) contractor that will be developing the CEQA/NEPA compliance documents, including the Notice of Preparation, the administrative Draft EIS/EIR, responses to comments, and the CEQA Findings. Yurok staff will focus their efforts on assuring accuracy of the technical elements of the environmental documents. The Yurok staff will also review products and provide comments in a timely manner in response to CDFG’s requests. CDFG and Yurok Tribe staff will work in a collaborative manner to resolve any disagreements regarding the documents. TASKS:Review deliverables produced by the Bureau of Reclamation (BOR) contractor that will be developing the CEQA/NEPA compliance documents, including the Notice of Preparation, the administrative Draft EIS/EIR, and responses to comments. Focus efforts on assuring accuracy of the technical elements of the environmental documents. Travel as necessary to meetings related to above tasks. TIMELINE: The timeline of this agreement will be consistent with the timing of the Secretarial Determination. The final EIS/EIR is expected for release in November 2011. The draft EIS/EIR should be available for public review in March 2011, and all of the preliminary draft and draft efforts would occur before that release date, starting immediately. SPECIFIC WORK PRODUCTS:Review and comment on the following: 1) draft notice of preparation, 2) draft objectives, 3) draft project description, 4) various chapters of EIR during development of the administrative draft, 5) administrative draft EIR, 6) public review draft EIR, 7) responses to comments for inclusion in the final EIR and 8) the CEQA Findings.
