| Additional Information on Eligibility: | NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Since protection of the public, staff, and those in confinement is the primary mission of any prison system, experience has proven that the development and implementation of a comprehensive security audit program is a major step in reducing the risks that are endemic in prison operation. Over the years, the NIC Security Audit program has significantly contributed to enhancing the safety and security of state correctional agencies by assisting them in building a cadre of staff who can perform audits, as well as facility-based staff accountable for policy and procedure compliance. This program has become one of the core training programs that NIC delivers annually to the field and is a combination of training and technical assistance. The protocol for the program requires that the training be held at three separate state correctional facilities within a host agency. In this case, participants from around the country are deployed to the facilities to conduct the audits. Conducting the program in this manner provides participants with an opportunity to experience hands-on activities that enhance their auditing skills. This solicitation is for a proposal to enter into a 12-month cooperative agreement to provide three training events of the NIC Security Audit program. One training will be used to respond to technical assistance from one agency looking to train up to 24 staff. The work of the security audit may be described as a risk assessment. It functions to determine the likelihood of a significant security problem or vulnerability to injury, escape, disruption, or destruction of property because of the inadequacy of policy, procedure, physical plant, or performance.
