Description: THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE, AND THERE IS NO “FULL ANNOUNCEMENT” ASSOCIATED WITH THE NOTICE. This Notice is NOT a request for comptetive proposals. The U.S. Fish and Wildlife Service intends to award a cooperative agreement to Wahkiakum County, under authority of CFDA 15.608 and the Fish and Wildlife Conservation Act of 1980, as ammended in 1988 (16 U.S.C. 2901-2911; 94 Stat. 1322). This agreement is being implemented to protect refuge pastures and riparian zones from extensive flooding caused by a defective tidegate structure. County and private lands adjacent to the refuge could also be impacted from the high water levels inside the refuge. Wahkiakum County along with Wahkiakum Diking Improvement District Four is responsible for flood protection in this area of the county. This work will benefit the public by providing better habitat conditions for Columbian White-tailed Deer (CWTD), providing improved opportunities for fish passage into the interior of the refuge and reducing flood potential on refuge lands and adjacent county and private lands. The project focus is to reduce tidal inflow which is entering the refuge through the deteriorated tidegate and repair a damaged concrete box culvert located under Brooks Slough Road on the Julia Butler Hansen National Wildlife Refuge. A determination by the Government not to compete this proposed assistance based upon Department Manual 505DM2, paragraph 2.14 (B) (4) Unique Qualifications of applicant.
