Experiential and interactive communications are shown to be effective in the social science research literature. When hazard forecasts are uncommon (unlike the weather forecast) decision-makers are often not be prepared or trained to use the information. Such situations present when aftershock forecasts are issued following a large earthquake when risks are significantly elevated.
