Description: | The U.S. Department of Interior, National Park Service, Olympic National Park (NPS), intends to make a single source award to the State of Washington, Washington Conservation Corps (WCC), P.O. Box 47600, Olympia, Washington 98504. This is a noncompetitive award in accordance with Department of Interior Policy, Departmental Manual 505 DM 2 based upon Unique Qualifications. Through youth programs, the National Park Service has unique opportunities to help young Americans understand the importance of protecting and preserving the cultural and natural resources protected within the national park system. In addition, by reaching out to young people from different social and economic backgrounds, the NPS provides special opportunities for young Americans who might not otherwise have the chance to visit or work in a park. Additionally, the NPS provides training opportunities to youth that will allow them to gain job skills and experience while teaching preservation values. Olympic National Park wishes to provide economic stimulus to local communities. The WCC is a Washington State organization, primarily employing local young adults, ages 18-25. The WCCs mission, to conserve and enhance the natural resources of Washington and to help young adults enrich themselves by providing a meaningful work and service experience, is compatible with the NPS mission and Olympic National Park programs. The WCC is uniquely qualified to perform the project work based upon location, cost sharing ability, and technical expertise. The WCC provides cost sharing via AmeriCorps grants for annual and six month crew agreements. The crews, comprised of five laborers and a leader, are provided with their own transportation and tools. The WCCs fifteen year history of cooperation with Olympic National Park, in conjunction with the local nature of the organization, cost sharing ability, level of crew preparedness and technical expertise qualify them uniquely for cooperation with Olympic National Park. This funding announcement is not a request for applications. This announcement is to provide public notice of the National Park Services intention to fund the following project activities without full and open competition. |
