Description: | THERE IS NO “FULL ANNOUNCEMENT” ASSOCIATED WITH THIS PROJECT, AS this is a Notice of Intent to award a Cooperative Agreement between the U.S. Fish and Wildlife Service and the Massachusetts Audubon Society, Inc., for the purpose of implementing restoration projects selected through the Restoration Plan and Environmental Assessment for the Nyanza Chemical Waste Dump Superfund Site. This single source award is being made in accordance with Department of the Interior Policy 505 DM 2.14 B (4), which allows for award without competition to an applicant who is uniquely qualified to perform the activity based on a number of criteria, in this case including location, cost-sharing ability, unique role as fiscal agent for cooperative organization with more than 22 members, and technical expertise. The scope of work for the award was selected under the Restoration Plan and includes:
1) Purple Loosestrife mapping and monitoring (Sudbury River, Massachusetts) 2) Water Chestnut mapping, removal and monitoring (Sudbury, Concord and Assabet Rivers, Massachusetts) 3) Sudbury RiverSchools Program development and implementation in five Sudbury River communities, including in-class and field-based activities. Substantial involvement on the part of the USFWS is anticipated for the successful completion of the objectives to be funded. The Service will work closely with the Massachusetts Audubon Society to promote and implement the restoration project. The Federal Project Officer, in combination with biologists from Great Meadows National Wildlife Refuge, are expected to provide guidance and technical assistance in the design and development of the project, reviewing, analyzing and interpreting data, and providing oversight and coordination with other restoration projects in the watershed. The Federal Project Officer will also assist with obtaining state and federal permits, as needed. Finally, the Service is required to expend funds from the natural resource damage settlement for the Nyanza Chemical Waste Dump Superfund Site for restoration purposes (Restoration Plan and Environmental Assessment for the Nyanza Chemical Waste Dump Superfund Site). Project success requires substantial involvement by the Service to ensure that restoration objectives are met. |
