| Description: | The U.S. Department of States Regional Environmental Hub for Central America and the Caribbean (Hub), based at the U.S. Embassy in San Jose, Costa Rica, is pleased to invite applications from prospective grantees to develop and provide capacity building to promote regional energy integration in Central America, foster harmonized regulatory and legislative frameworks, and to advance clean energy development across the region. The Hub expects to award up to $195,000, either as a single grant or in multiple grants to an eligible organization to carry out work in the following areas: Regulatory Modernization and Harmonization; Legislative Modernization and Harmonization; Effective Public Communications; and, Translation of Regulations and Laws.
As part of the Energy and Climate Partnership of the Americas (ECPA), the Hub is implementing the State Departments Energy and Environmental Security Initiative (EESI) aimed at helping Central American electricity regulators and other relevant authorities to address such challenges by, inter alia, finding ways to effectively harmonize their national laws and regulations with the regional market scheme that has been developed under the Central America Energy Integration System (SIEPAC). The grant awardee(s) will carry out funded activities over a 24-month period in SIEPAC countries with the goal of strengthening the political will and capacity of relevant entities to modernize and harmonize their respective regulatory and legislative regimes to ensure a fully functional regional electrical market and to better incentivize clean energy and smart grid development.
