Military cooperation is often used by proliferator state to gain veto authority over other nations’ economic, diplomatic, and security decisions. For the Russian Federation, the sale of ACW is one of the ways that it exerts malign nonproliferation, security, economic and political influence. For the People’s Republic of China (PRC), the military modernization efforts and export of its weapons poses a national security threat to the U.S and our allies. Furthermore, the PRC and Russian Government’s sale of weapons to states of proliferation concern, and use of Private Military Companies (PMCs), can destabilize regional and international security and nonproliferation norms. |
