Additional Information on Eligibility: | (1) Foreign Institutions Non-domestic (non-U.S.) Entities (Foreign Institutions) are not eligible to apply. Non-domestic (non-U.S.) components of U.S. Organizations are not eligible to apply.
(2) Applicant must provide proof of ability to serve populations in one of the jurisdictions listed below: Evidence of ability may include documentation that applicant is a territorial government or a bona fide agent in the Commonwealth of the Northern Mariana Islands, American Samoa, Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, or the Republic of Palau. Documentation must be provided in attachment labeled EvidenceofAbility. A bona fide agent is an agency/organization identified by the state as eligible to submit an application under the state eligibility in lieu of a state application. If applying as a bona fide agent of a state or local government, a legal, binding agreement from the state or local government as documentation of the status is required. Attach with “Other Attachment Forms” when submitting via www.grants.gov If applicant is other than a Department/Ministry of Health in the specified jurisdiction, the applicant must submit a memorandum of agreement/memorandum of understanding with the Department/Ministry of Health in the jurisdiction for which it is applying. The memorandum of agreement/memorandum of understanding should include the authority to collect and submit surveillance data. Documentation must be provided in attachment labeled MOUwith(insert name of Department/Ministry of Health). Attach with "Other Attachment Forms" when submitting via www.grants.gov. Description: | The U.S. Affiliated Pacific Islands (USAPI) are comprised of the three U.S. territories of American Samoa, the Commonwealth of the Northern Mariana Islands, and Guam, as well as the three sovereign nations of the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau.
The public health care systems in these remote islands require assistance to improve the infrastructure, capacity, and local expertise to prevent HIV in high-risk populations and to effectively address the high burden of sexually transmitted diseases (STDs), tuberculosis (TB), and viral hepatitis (VH) in their jurisdictions. Additionally, laboratory capacity is limited, surveillance systems are fragmented, and provision of health care is challenging and costly due to the vast geographic distances and broadly dispersed population throughout islands across the Pacific Ocean. This integrated Notice of Funding Opportunity (NOFO) is supported by the National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) and aims to: Promote program collaboration and services integration to capitalize on the opportunity to prevent , diagnose, and treat HIV, STD, TB, and VH. |
