Additional Information on Eligibility: Eligible applicants include state departments of agriculture, state agricultural experiment stations, and other appropriate state agencies from the 50 States, American Samoa, the District of Columbia, Guam, the Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands.The phrase “other appropriate state agency” means a state university, a state college, or a state government entity such as a state department of forestry, natural resources, or energy.A “state university” and “state college” include land-grant universities and colleges which are defined as institutions of higher education in the United States and designated by a state to receive the benefits of the Morrill Acts of 1862 and 1890. Tribal colleges and universities that became land-grant institutions in 1994, under the Elementary and Secondary Education Reauthorization Act, as well as other State-run colleges and universities are also eligible.
