Additional Information on Eligibility: | Any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s) (PIO), capable of fulfilling the objectives identified in the Funding Opportunity Description is eligible to apply. Organizations applying for this award must demonstrate a proven ability to manage complex projects in developing countries through actions that support these aims. This SCA is for the award of a new cooperative agreement with specific project objectives and outcomes as outlined in this SCA. As such, Applicants may not submit applications to renew or supplement an existing USDOL-funded cooperative agreement.
PIOs are eligible to apply. However, USDOL requires that PIOs and all other entities that elect to apply for this grant opportunity adhere to the specific requirements outlined in this SCA concerning audits and counter-terrorism. In negotiation of an award with a PIO, USDOL will discuss the inclusion of appropriate language acknowledging the rights and privileges as currently established and afforded to PIOs by the U.S. Government and in accordance with U.S. law. Applicants and any proposed subgrantees or subcontractors must comply with all audit requirements, including those established in Office of Management and Budget (OMB) Circular A-133. Applicants must also demonstrate in-country presence – either independently or through a relationship with another organization with country presence (i.e., a subgrantee or subcontractor) – enabling them to initiate program activities upon award of the cooperative agreement (see Section IV.
