| Additional Information on Eligibility:: | Any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s) (PIOs), capable of fulfilling the objectives identified in the Funding Opportunity Description is eligible to apply. Organizations applying for this award must demonstrate a proven ability to manage complex projects in developing countries through actions that support these aims. This SCA is for the award of a new cooperative agreement with specific project objectives and outcomes as outlined in this SCA. As such, Applicants may not submit applications to renew or supplement an already-existing USDOL-funded cooperative agreement.
PIOs are eligible to apply. However, USDOL requires that PIOs and all other entities that elect to apply for this grant opportunity adhere to the specific requirements outlined in this SCA concerning audits and counter-terrorism. In negotiating an award with a PIO, USDOL will discuss the inclusion of appropriate language acknowledging the rights and privileges as currently established and afforded to PIOs by the U.S. Government in accordance with U.S. law. Applicants and any proposed subgrantees or subcontractors must comply with all audit requirements, including those established in Office of Management and Budget (OMB) Circular A-133. Applicants must also demonstrate in-country presence – either independently or through a relationship with another organization with country presence (i.e., a subgrantee or subcontractor) – enabling them to initiate program activities upon award of the cooperative agreement (see Section IV. | Description:: | In Fiscal Year 2013, the U.S. Department of Labors (USDOL) Bureau of International Labor Affairs (ILAB) will award up to $1.5 million for one or more cooperative agreements to fund a technical assistance project(s) to strengthen linkages between labor inspectorates and labor courts within two countries El Salvador and Honduras. The project will aim to integrate labor case management systems within each country, thus enabling information sharing on complaint intake, investigations, case development, remediation plans, and transfer/follow through to the labor courts. Eligible Applicants may include any commercial, international, non-U.S.-based, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization capable of effectively implementing activities in support of the objectives of this solicitation. |
