Description: The Service shall:
1. Appoint an individual (the Service Project Officer) who shall represent the Service and the Service in carrying out its obligations under this Agreement.
2. Provide funds to the Foundation for accomplishment of its tasks identified herein as the responsibility of the Foundation to carry out the purposes of the Cooperative Agreement set forth in Section III.
3. Assist the Foundation in developing the Great Outdoors America Request For Proposals.
4. Review and select project to be funded through this program.
5. In partnership with the Foundation, coordinate as appropriate with other DOI agencies, and other organizations to ensure accomplishment of the Great Outdoors America grant program.
6. Provide oversight to the Foundation and subrecipients to ensure program implementation proceeds as prescribed through Sections II and III of this Agreement.

B. The Foundation shall:
1. Appoint an individual (the Foundation Project Officer) who shall represent the Foundation in carrying out its obligations under this Agreement.
2. Maintain funds subject to this Agreement in an interest bearing or investment account that is separate from all other Foundation accounts and that is a member of the Federal Deposit Insurance Corporation.
3. Develop, in coordination with the Service a Great Outdoors America Request For Proposals.
4. Organize and convene a review panel that includes representative(s) from DOI, the Service, and other experts as needed to assist in the project selection.
5. Manage grants funded through this Agreement and ensure that subrecipients are coordinating their projects with appropriate state and federal agency staff.
6. Provide a programmatic report on status of all grants funded by this Agreement annually by December 31, to the Service Project Officer.
7. Submit quarterly financial reports to the Service Project Officer using SF 425 for all activities occurring under the scope of this Agreement. In accordance with Department of the Interior Policy, delinquent submittal of SF 425 reports may result in suspension or termination of this Agreement.
8. Within 90 days after completion of this Agreement, forward the Service Project Officer the final programmatic report summarizing program accomplishments for all activities occurring under the scope of this Agreement.
9. No later than 90 days after completion of this Agreement, provide a final financial report using SF 425 to the Service Project Officers.

The purpose of this Cooperative Agreement is to establish a grant program focused on the development and support of community-based wildlife and habitat conservation partnerships around National Wildlife Refuges that protect America’s Great Outdoors. The Service and the Foundation have a long history of supporting local citizen-based coalitions that strive to build consensus around the stewardship of lands that are critical for our Nation’s fish, wildlife, plants and other natural resources. Funding from this cooperative agreement will be used to implement a capacity building grant program for new and existing community-based landscape level stewardship coalitions that are focused on conservation activities which benefit National Wildlife Refuges.

The Foundation will manage a competitive America’s Great Outdoors Stewardship Grant program on behalf of the Service. Project solicited will be designed to assist organizations build conservation and stewardship capacity within their communities, promote mentoring and training, develop outcomes to measure conservation success, and foster coordination between local coalitions, the Service, and other Federal agencies. Projects will be in partnership with a local National Wildlife Refuge or with the National Refuge staff.
