Description: THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE AND THERE IS NO FULL ANNOUNCEMENT ASSOCIATED WITH THIS NOTICE. This is not a request for competitive proposals. The U.S. Fish and Wildlife Service (Service) intends to award a cooperative agreement to the Mississippi Flyway Council under authority 15.655 and Fish and Wildlife Act of 1956, as amended (16 USC 742a-742j). The Service is providing funding for the continuation of a cooperative project that monitors the status of several populations of Canada geese that frequent the Mississippi Flyway. Federal and State personnel participate in population surveys in Manitoba and Ontario to determine nesting conditions, nest success and population size. Substantial involvement on the part of the Service is anticipated for the successful completion of the objectives to be funded. In particular, a Service pilot-biologist and plane is used to conduct the breeding population survey of the Eastern Prairie Population of Canada in Manitoba. This population information acquired from this activity is critical to the management responsibilities under the Migratory Bird Treaty with Canada and the Migratory Bird Treaty Act.
