Eligible Applicants: Unrestricted (i.e., open to any type of entity above), subject to any clarification in text field entitled “Additional Information on Eligibility”
Additional Information on Eligibility: A. Eligible Applicants: All potential applicants who are in the Rocky Mountain CESU network. This financial assistance opportunity is being issued under a Cooperative Ecosystem Studies Unit (CESU) Program. CESUs are partnerships that provide research, Technical Assistance, and education. Applications will be accepted from any individual with a formal relationship (professor, researcher, and scientist) with one of the existing university participating in the Cooperative Ecosystem Studies Unit (CESU) (http://www.cesu.org) that has the demonstrated ability and experience to conduct research consistent with the goals identified in the Funding Opportunity Description section and who is not employed by a Federal agency. Federal employees can be collaborators in proposed research. The following proposals are ineligible for consideration under this announcement: Proposals from U.S. Government agencies or U.S. Government employees. Proposals from Federally Funded Research and Development Centers (FFRDC). Proposals in which there is a real or the appearance of a conflict of interest. Under the CESU partnership, the indirect cost rate is 17.5%.

Description: A.Project Background Information:This project is intended to be a long term association between BLM and a partner within the Rocky Mountain CESU to provide opportunities to assist the BLM with the location, recordation, evaluation and stabilization of rock shelters and related sites. This project is located in the Bighorn Mountains of Wyoming and includes the Black Mountain Archeological District. It will compliment current research of rock shelters by conducting geophysical investigations.B.Project Objective: The project objective is to facilitate the management and protection of cultural resources on public lands in the Bighorn Mountains (including the Black Mountain Archaeological District).
