The Bureau of Justice Assistance (BJA) is offering the FY 17 Site Based PREA grant to advance national standards for preventing, detecting, and responding to sexual abuse and harassment in correctional facilities. This grant is specifically for protecting individuals from prison rape while in confinement. Its core purpose is to support states and territories in achieving and maintaining full compliance with the Prison Rape Elimination Act (PREA) standards. States whose governors do not certify full compliance risk losing five percent of their Department of Justice (DOJ) grant funds designated for prison purposes. However, governors can submit an assurance to use this five percent solely for activities that enable future compliance certification, thereby fostering safer confinement environments.

Description: | The goals of the PREA Program are to continue implementation of the national standards to prevent, detect, and respond to prison rape in order to protect individuals from sexual abuse and sexual harassment in confinement. PREA provides that a state or territory whose governor does not certify full compliance with the standards is subject to the loss of five percent of any DOJ grant funds that it would otherwise receive for prison purposes, unless the governor submits an assurance that such five percent will be used only for the purpose of enabling the state to achieve and certify full compliance with the standards in future years. See 42 U.S.C. 15607(c). |
