The Bureau of Reclamation is offering a cooperative agreement for data processing and analysis in support of a 6-year steelhead survival study. This grant is for the purpose of complying with the State Water Project (OCAP) Reasonable and Prudent Alternative (RPA) Action and generating crucial scientific information to ensure environmentally responsible operation of the Central Valley Project (CVP). Key objectives include determining the survival rates of emigrating steelhead smolts across various migratory reaches, identifying specific mortality and export losses, and understanding how flow and exports impact survival and route entrainment. The study will also test experimental technologies for tracking fish movement and route selection to enhance conservation efforts.

| Description: | The Bureau of Reclamation (Reclamation) intends to issue a cooperative agreement to University of Washington under the authority of catalog for domestic assistance (CFDA) 15.512, Central Valley Project Improvement Act, Public Law 102-575, Section 3406(b)(1) and 3407(e). Estimated total amount of agreement is $194,439.00. The purpose is to comply with the State Water Project (OCAP) Reasonable and Prudent Alternative (RPA) Action (IV.2.2) and to provide scientific information required to operate the CVP in an environmentally responsible manner. The principal objectives of this study are to: (i) determine the survival of emigrating steelhead smolts in the major tributaries of the San Joaquin River, in the mainstem of the San Joaquin River to the Delta, and through the Delta to Chipps Island; (ii) determine reach-specific mortality and export loss of tagged steelhead smolts; (iii) determine the influence of flow and exports on survival and route entrainment in each migratory reach; and (iv) test the effectiveness of experimental technologies in determining route entrainment and selection by tagged fish. (Refer to the Notice of Intent to Award Announcement No. R11AS20018 for additional information)
A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(2) & (4) is solely within the discretion of the Government.
