| Description: | (a) Since 2010, PRM has allocated specific funding to complement ongoing efforts through our regional GBV responses and Safe from the Start initiative, which supports GBV accountability and institutionalization across agencies. This NOFO is intended for research institutions, IOs, and NGOs that contribute to innovation and global learning in the field. Past support has led to the development of new evidence-based programming, guidelines and tools, as well as capacity building initiatives that contribute to quality programming and sustainability. (b) This announcement is for submissions that advance GBV programming and practice at the field level, with a particular focus on initiatives and efforts that improve quality and accessibility of services for women, girls, and survivors of GBV, in line with Outcome 3 and 5 of the Call to Action Roadmap. In addition, PRM prioritizes submissions that contribute to a broader evidence-base and builds upon current standards to document good approaches or practice for the wider humanitarian community. (c) This funding opportunity is only for proposals for globally-relevant projects that involve multiple locations and, when appropriate, multiple partners. PRM does not welcome submissions to this NOFO that are focused on country-specific implementation or general programming for affected populations that do not have global reach or application. Country-specific or country program-specific activities/interventions that are considered to be basic and standard GBV prevention and response programming will not be considered for this opportunity. (Please see PRM regional NOFO’s for these purposes) (d) Proposals for this funding opportunity must be in line with the following themes: (1) Improving Service Provision: Key actions would focus on strengthening preparedness in humanitarian action or contributing to a global package of core GBV services, which includes specialized service provision and prevention. Specific topics of interest include: intimate partner violence, adolescent girls, behavior and norms change, social and economic empowerment, and advanced service delivery. and/or (2) Global Capacity Development: Key actions include developing technical capacity, particularly at the local level, to respond to and implement quality programming in emergencies. This can include rapid response staff or deployments that seek to quickly and systematically address field needs and priorities. and/or (3) Research, Evaluation, and Uptake: Key actions include research or evaluations for programs of a global nature and/or the development of tools or methodologies for emergency needs assessments, monitoring, or evaluations. Proposals that support GBV inter-agency real time evaluations in L3 conflict-affected emergencies will be considered. (e) Applicants should refer to the IASC’s Guidelines for Gender-based Violence Interventions for Humanitarian Settings, as applicable. (f) Because of PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those projects that include a target beneficiary base of at least 50 percent refugees, returnees, and/or other persons of concern. |
