Agency Name: Fish and Wildlife Service
Description: This announcement is for US Fish and Wildlife Service (USFWS) Region 2 FY 2011 project support for the conservation of birds, with special emphasis placed on bird species listed as USFWS conservation and management priorities (USFWS Birds of Conservation Concern 2008; USFWS Birds of Management Concern). As justification for Single Source Determination, in accordance with Department of Interior Guidance (505 DM 2.14), USFWS Region 2 provides notice of its intent to make a single source award in the amount of $30,900 to a Mexican biologist for the support of an investigation into dispersal, population status, and genetic structure of the Reddish Egret (Egretta rufescens) in Mexico. This project will continue a cooperative effort among the researchers at Texas A&M University, Caesar Kleberg Wildlife Research Institute, and the USFWS Regions 2 and 4 Divisions of Migratory Birds. The goal of the study is to determine nesting status of the species on the Yucatan Peninsula, determine genetic structure of Yucatan birds relative to other populations that have already been sampled, and to continue color-marking and re-sighting efforts of Reddish Egrets from colonies on the coast of western Mexico. This effort builds upon ongoing studies of Reddish Egret dispersal, age-specific survival, and movement patterns of juvenile, sub-adult, and adult Reddish Egrets throughout their annual cycles. The recipient is uniquely qualified to conduct this activity in Mexico given his previous research on Reddish Egrets in that country, his close collaboration with the three primary researchers on Reddish Egrets in the U.S., and his contacts and familiarity with conducting research throughout Mexico. He has been the primary organizer of Mexico-wide Reddish Egret surveys for this species and has conducted most of the color-marking activities in west Mexican colonies. His knowledge of the species in Mexico is unsurpassed, and his background in Mexico-wide surveys of other coastal species including Snowy Plover and Gull-billed Tern has led to the development of critical contacts in key regions important for Reddish Egrets. This announcement is published as a Single Source in accordance with FAR 6.302-1. This is NOT a request for competitive quotes. The intent of this Pre-Solicitation Notice is for informational purposes only.
