Additional Information on Eligibility: This solicitation is composed of two grant categories. Applicants must clearly designate the category for which they are applying.

The following entities are eligible to apply:

Category 1: Community-Based Alternatives to Youth Incarceration Initiative

State governments

Category 2: Community-Based Alternatives to Youth Incarceration Initiative Training and Technical Assistance Program

Public and state-controlled institutions of higher education
Private institutions of higher education
Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
For-profit organizations other than small businesses
Native American Tribal organizations (other than federally recognized Tribal governments)
Small businesses

For purposes of this solicitation, "state" means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.

All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee.

Description: OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. This program will fund states to close and repurpose youth correctional facilities, assess and respond to the economic impact of closures on facility staff and surrounding communities, and reinvest cost savings to expand community-based alternatives to youth incarceration.
