The following entities are eligible to apply: Category 1: Community-Based Alternatives to Youth Incarceration Initiative State governments Category 2: Community-Based Alternatives to Youth Incarceration Initiative Training and Technical Assistance Program Public and state-controlled institutions of higher education For purposes of this solicitation, "state" means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee. |

This program will fund states to close and repurpose youth correctional facilities, assess and respond to the economic impact of closures on facility staff and surrounding communities, and reinvest cost savings to expand community-based alternatives to youth incarceration. |
