Description: BACKGROUND AND OBJECTIVES
Cooperative Agreement Number P16AC00027 was entered into by and between the Department of the Interior, National Park Service, (NPS), and SEEDS INC. (Recipient), for the purpose of fostering local solutions to global issue; by bringing a holistic perspective, making connections between ecology and social justice. Unless otherwise specified herein, the terms and conditions as stated in the Master Cooperative Agreement will apply to this Task Agreement.

This project, Log Slide Location to Sable Falls Trail Improvement Project, includes work identified along segments of the North Country National Scenic Trail. These trail segments are parallel with the Lake Superior shore and include inclines and are considered remote within this unit of the National Park Service (NPS). The proposed campsite location for this group to be used as their muster and staging area is in the vicinity of the Log Slide. Further specific instructions on and pertaining to the campsite location and rules and regulations to be followed, will be provided upon arrival.

Work shall include the following: Replacement of trail bridges; replacement of board walks; replacement of back country style stairs / step structures; construction of boardwalk extensions; improvement of back country trail traffic surfaces; construction of corduroy traffic surface, and trail clearing as necessary. Tools will be required to be removed from the work site when there is no PLC representative on site and stored and secured, accordingly.

Work shall be performed on-site and at the location of each facility structure within its respective trail segment; park visitors, day-hikers, and through-hikers will be utilizing these trails during the contract period and work should progress with consideration for these users of the trail system and park, thus allowing passage and minimizing the inconvenience and impact to these persons from their intended progress.

The principal purpose of the project is to support the Government’s objective to provide opportunities for youth to learn about the environment by spending time working on projects in National Parks. The NPS receives the indirect benefit of completing conservation projects. Also, the project motivates its youth participants to become involved in the natural, cultural and /or historical resource protection of their communities and beyond. Students gain hands-on experience outside of the classroom of natural, cultural and/or historical resource projects.

The group participants will gain the skills and experience to engage their peers and community in environmental stewardship. Throughout the program, students will have the opportunity to visit and learn about the National Park where they may be working with other youth on service learning projects in a team-based training program. The students will be encouraged to provide presentations to their peers and communities about their experience and in doing so will be delivering a message of environmental stewardship.

STATEMENT OF WORK

RECIPIENT AGREES TO:
1. Recruit and assist with the selection of the youth work crew to participate in the work described in Article I and throughout this document.
2. Supervise and manage the work crew on any non-NPS work projects, including providing work leaders, safety training and equipment, etc.
3. Provide transportation for youth work crew participants to and from Pictured Rocks National Lakeshore and throughout the course of the program.

NATIONAL PARK SERVICE AGREES TO:

1. NPS will work the Recipient in developing the goals, jointly developing the scope of work and the work activities to be accomplished.
2. NPS staff will assist the recipient in selecting projects, provide orientation to park resources, oversee assignments, teach trail maintenance skills, distribute tools and equipment, provide building materials, and provide technical assistance and safety training.
3. NPS will provide the services of a Program Coordinator to serve as liaison to the recipient for the work under this agreement. This includes consulting and working specifically with the
Recipient’s program coordinator and team leaders on recruiting, interviewing and recommending appropriate candidates.
4. Review and approve one stage of work before the next stage can begin.
5. Direct or redirect the work because of interrelationships with other projects.
6. Halt and activity if detailed performance specifications are not met.
