CoC applications: Available to Collaborative Applicants designated by CoCs registered through the FY 2022 CoC Program Registration process. The Collaborative Applicant must provide information about the CoC planning body, governance structure, overall performance, the strategic planning process, and their CoC’s Plan for Serving Individuals and Families Experiencing Homelessness with Severe Service Needs. CoCs may apply for funds through an Unsheltered Homelessness Set Aside and a Rural Set Aside (if they have rural areas, as defined by the NOFO, in their geography). The previous version of the NOFO stated that the calculation of point values would be "50 times the quantity (1-x)…" The technical correction provides that it will be "40 times the quantity (1-x)…" which matches the example used to explain the calculation. • Appendix A – HUD corrected an error in the PPRN formula for FY 2022 CoC Program funds, which resulted in minor changes (between $1 and $24) to the maximum award amounts for both the Unsheltered Homelessness Set Aside and the Rural Set Aside for many CoCs. These changes are now incorporated in Appendix A. |

For a dedicated HMIS grant, the project application must either be from the UFA (when there is a UFA for the community) or the HMIS Lead (when there is no UFA for the community) that will be the grant recipient. To be considered for funding, Project Applicants must provide completed information required by HUD. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement. |

| Description: | The Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals, families, persons fleeing or attempting to flee domestic violence, dating violence, sexual assault, or stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness. This Special NOFO to Address Unsheltered and Rural Homelessness (Special NOFO) is designed to provide new funds dedicated to serving highly vulnerable individuals and families with histories of unsheltered homelessness. |
