Additional Information on Eligibility: This funding opportunity is ONLY available for Cooperative Ecosystem Study Units under the Chesapeake Watershed/ Piedmont South-Atlantic Coast/Great Plains CESU Regions. SIKES AUTHORITY ONLY: In accordance with the 10 USC 670c-1, Sikes Act, projects for the implementation and enforcement of integrated natural resources management plans, priority shall be given to Federal and State agencies having responsibility for the conservation or management of fish or wildlife.

Responses to this Request for Statements of Interest will be used to identify potential investigators for this project. Approximately $501,100 is expected to be available to support this project for the base year. Additional funding may be available for additional tasks and/or follow on work in subsequent fiscal years to the successful Recipient/Awardee.  

Background: 

Fort A.P. Hill’s Natural Resources Program is responsible for the management of 76,000 acres. Support activities include land management activities (e.g., grounds and vegetation management, watershed management, invasive species management and solid waste management.).  Therefore, Fort A.P. Hill requires technical environmental support to successfully implement the elements of the FAPH INRMP, Annual Work Plan, and the Range Complex Master Plan Tool. 

The natural environment will be improved, maintained, and restored by providing erosion control, reducing sedimentation, improving fish/aquatic species passage, hydraulic conveyance, wetland creation, and restoring the overall habitat quality to support ecologically diverse and resilient training lands.  

Brief Description of Anticipated Work:  

This effort focuses on providing technical natural resource support to assist Fort A.P. Hill with sustaining military training lands, as identified in the Statement of Objectives. The natural environment will be improved, maintained, and restored through the application of best management practices to support sustainment of water quality and applying recommended best management practices to support sustainment and restoration of designated sensitive habitat areas.

NOTE: At this time we are only requesting that you demonstrate available qualifications and skills for performing similar or same type of work. You will be evaluated for request for a proposal based on skills and qualifications demonstrated in your SOI.  

Period of Performance.  The base year of agreement will extend 12 months from date of award. There will be four 12 month option years based on project conditions, needs and availability of funding. This effort includes Optional Tasks that will be 12 months, and each of these optional tasks may be awarded once during each period of performance based on project conditions and needs.
