Additional Information on Eligibility: | Eligible applicants are limited to nonprofit organizations (including tribal nonprofits) with the financial and administrative capacity to manage a federal award funding for a national-scope project serving crime victims within the United States. Applicants must demonstrate a unique capability and strong desire to reach and serve victims of crime through a project that is national in scope. A private nonprofit organization does not have to have 501(c)(3) status to apply for grant funding under this solicitation.Applicants are permitted to submit proposals (each with a separate application) for multiple projects under this solicitation. OVC welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipient(s) (“subgrantees"). The applicant must be the entity that would have primary responsibility for carrying out the award, including administering the funding and managing the entire program. OVC may elect to fund applications submitted under this FY 2017 solicitation in future fiscal years, dependent on, among other considerations, the merit of the applications and on the availability of appropriations. |

Description: | Through this national-scope solicitation OVC will seek to support organizations which demonstrate innovative strategies to create, expand, or enhance use of technology initiatives on a national scale to improve response, services, and access for victims of crime. OVC seeks to address three areas, which may intersect depending on the applicant’s proposed activities and project strategy. These are:
1) Coalition building and activities which utilize and plan for technology to promote a national safety net for victims of crime. Funding under this initiative may support technology development and maintenance and the staff required to operate, update, and maintain the proposed platform or services and staff engaged in coalition building activities around use of technology. Program activities could include, but are not limited to: work to facilitate and support the use and improvement of technology to serve victims of crime (such as the concept of warm hand-offs among digital services platforms and discussion and development of strategies for data collection across programs to better inform policy and service provision); provision or facilitation of access to services, including provision of referrals, information, and tools to victims of crime where local or accessible services do not exist or are insufficient; etc. Each proposal must include a plan for how the service will be sustained, maintained, and updated if necessary at the conclusion of funding. Applicants, especially those who propose coalition building and support as part of their activities, must also clearly document support and engagement from their proposed and/or existing partners. |
